TAKE NOTICE, the public is hereby informed that effective March 1, 2025 and until further notice the Housing Authority of Gloucester County (HAGC) will be accepting pre-applications for the Housing Choice Voucher (HCV) Program waiting list for Extremely-Low, and Very-Low-Income persons or families, who qualify for the following preferences: Veterans, Mainstream, Lease in Place, Homeless, as described below. Additionally, effective June 15, 2025 and until further notice HAGC will be accepting pre-applications for Section 8 Project Based Vouchers (PBV) for the Residence at South College Drive (RSCD), located on the Rowan College of South Jersey (RCSJ) campus, 100 South College Drive, Sewell, NJ 08080.
PREFERENCES
Preference will be given to applicants who are a Veteran, a Veteran’s surviving spouse or a family member of a Veteran, who is both the primary residential caregiver and is residing with the Veteran. Veterans must have a discharge other than dishonorable. Applicants wishing to be considered under this preference must email a copy of DD214, NGB-22, or any other government issued record evidencing the type of discharge from service is other than dishonorable to veteranpreference@hagc.org within 10 days of application submission Death and Marriage Certificates will be required from those applying as surviving spouse.
Preference will be given to applicants who satisfy the criteria for the Mainstream Voucher Program. Applicants must be a disabled, non-elderly persons ages 18 to 61, who are transitioning out of institutional or other segregated settings, at serious risk of institutionalization, homeless, or at risk of becoming homeless. The eligible household member does not need to be the Head of Household. Applicants wishing to be considered under this preference must email a properly completed and signed Mainstream Preference Certification Form to mainstreampreference@hagc.org within 10 days of application submission.
Preference will be given to applicants who satisfy the criteria for the Lease in Place Preference. Applicants must be a household renting in a non-relative owned, HQS compliant unit, located within the operating jurisdiction of HAGC who will lease in place into the Program. Applicants wishing to be considered under this preference must remain in the unit for a minimum of one year and must email a properly completed and signed Lease In Place Certification Form to lippreference@hagc.org within 10 days of application submission.
Preference will be given to applicants who satisfy the definition of Homeless Individual or family, as defined by HUD:
- Individuals who lack resources and support networks to obtain permanent housing.
- People living in a place not meant for human habitation, in emergency shelter, in transitional housing, or exiting an institution where they temporarily resided.
- Those at imminent risk of homelessness.
- Individuals fleeing or attempting to flee domestic violence.
Applicants wishing to be considered under this preference must request the Gloucester County Division of Social Services (GCDSS) to email a properly completed and signed Homeless Preference Certification Form to homelesspreference@hagc.org within 10 days of application submission.
Additionally, a Local Preference will be given to accepted applicants who are living, working, or have been hired to work, within the operating jurisdiction of HAGC (Clayton, Deptford Township, East Greenwich, Elk Township, Franklin Township, Glassboro, Greenwich Township, Harrison Township, Logan Township, Mantua Township, Monroe Township, National Park, Paulsboro, Swedesboro, Washington Township, West Deptford Township, Westville, Woodbury, Woodbury Heights, and Woolwich Township). Applicants who are homeless will receive a Local Preference if they resided or worked in the operating jurisdiction immediately prior to becoming homeless. Anticipated waiting time for applicants that do not qualify for a local preference is estimated to be up to 16 years.
RESIDENCE AT SOUTH COLLEGE DRIVE
To be eligible, an applicant must be over the age of 18 or older who has a disability and is eligible for special education services under IDEA in accordance with SS300.304 through 300.11 as having an intellectual disability, a hearing impairment (including deafness), a speech or language impairment, a visual impairment (including blindness), a serious emotional disturbance (referred to in this part as “emotional disturbance”), an orthopedic impairment, autism, traumatic brain injury, other health impairment, a specific learning disability, deaf-blindness, or multiple disabilities, and who, by reason thereof, needs special education and related services. The applicant must also be an individual who demonstrates sufficient social/emotional skills to live independently and follow reasonable rules. Verification of disability is required and must be provided to RCSJActreferral@hagc.org within 10 days of application submission through a referral from RCSJ Adult Center for Transition (ACT) for the application to be considered complete.
